Oil and gas facilities

Quantity surveying and claims support for oil and gas facilities, refineries, LNG projects and plant upgrades.

Commercial challenges and how we approach them

Facility projects can combine new structures and services with work around operating assets. Equipment supply, installation and civil works may be separately appointed, with access and isolation arrangements controlled through the wider site. Commercial scope needs to distinguish each package and the constraints included in its tender. Refineries, petrochemical facilities and LNG plants can be reviewed at the construction-package level, including work delivered during a planned shutdown.

Brownfield tie-ins during a planned turnaround

The Challenge

Connections to an operating facility can depend on isolations and a tightly controlled shutdown. Unavailable workfronts or additional discovered scope can trigger standby, extra shifts and disputed recovery costs.

Our approach

We establish what work and access the turnaround price assumed. Extra discovered scope is measured separately from additional shifts or other recovery measures. For a claimed acceleration cost, the record should explain what was requested, which activities changed and which resources were added; working harder to complete an unchanged original obligation is a different position.

Existing plant differing from the design records

The Challenge

A spool fabricated to the records may not fit the pipework found on site. The cause of that mismatch matters to the valuation.

Our approach

We compare the tender and fabrication information with surveys and authorised site changes. The account separates revised quantities, fabrication alterations and work required to correct the contractor's own errors.

Skid packages and balance-of-plant gaps

The Challenge

Packaged equipment may exclude interconnecting pipework, controls, insulation or commissioning utilities. Those exclusions can emerge between the supplier and installation contractor near completion.

Our approach

We compare the skid limits with the installation order, including interconnecting pipework, insulation, controls and test utilities. Each connection needs one clear owner and one allowance.

Mechanical completion and system handover

The Challenge

Mechanical completion, system handover and start-up may be different milestones. Tests, punch-list items and documentation can remain after most of the installation value is in place.

Our approach

We align the commercial breakdown with the specified system handovers and evidence. Outstanding obligations, additional tests and changed requirements are assessed separately using the technical team's acceptance records.

Permit-controlled productivity in live areas

The Challenge

Hot-work permissions, simultaneous operations and restricted work areas can limit productive time. The commercial question is whether actual restrictions differ from those included in the tender.

Our approach

We compare the permit and work-area restrictions actually encountered with those allowed for at tender. Shift records should identify the affected task and the reason it could not proceed. This supports a focused disruption assessment and helps avoid a blanket claim for conditions inherent in working in an operating plant.
