Defence and justice

Quantity surveying and claims support for construction packages on defence estates and justice facilities.

Commercial challenges and how we approach them

These estates can include accommodation, offices, operational buildings and secure facilities. Construction packages may have defined access, logistics and handover arrangements. Those requirements need to be clear in the agreed scope without publishing sensitive project information.

Security-controlled access and escorts

The Challenge

A booked shift is not necessarily a productive shift inside a secure establishment. Entry checks, tool control and escort availability can consume time before a team reaches its work area. The commercial question is whether those conditions match what the contractor agreed to price.

Our approach

We compare the tender access regime with entry and escort records. A claim needs to identify a departure from the agreed conditions and its actual resource effect; the existence of security controls alone does not establish an extra.

Secure systems across package boundaries

The Challenge

A secure door, its lock and the electronic access system may come from different packages. Someone still has to price the cabling, interfaces and integrated test.

Our approach

We check the specialist orders together, identifying missing or duplicated attendances. If requirements change after award, the valuation covers the affected building and services work as well as the security equipment.

Releasing operational areas in stages

The Challenge

Prison accommodation or defence facilities may be released in tightly controlled blocks. A changed operational requirement can suspend a work area, require temporary security or move trades to another location.

Our approach

We record which blocks or areas were to be released, for how long and with what temporary security. If an operational decision changes that arrangement, we identify the work actually stopped or moved. Access records, security provisions and resource records then support an assessment of additional cost, including any saving from work that could continue elsewhere. The contract determines where that cost sits.

Handover evidence for restricted facilities

The Challenge

An installation can be physically finished while controlled documentation or witnessed tests remain outstanding. That distinction matters where the payment milestone requires acceptance by several responsible teams.

Our approach

We identify the contractual handover evidence before award. Later requests are checked against it, separating incomplete obligations from additional attendance or documentation.
