Civic and community buildings

Quantity surveying and claims support for civic premises, community centres, libraries and public facilities.

Commercial challenges and how we approach them

Public facilities combine spaces for staff, visitors and community activities, sometimes within retained or occupied premises. The construction scope needs to identify shared areas, specialist rooms and the temporary arrangements required for phased work. The same construction scope review can cover places of worship and associated halls, including bespoke fittings and directly appointed trades.

Several users sharing one brief

The Challenge

A community centre, library or civic building can serve groups with different security, storage and opening-hour needs. Late decisions about shared rooms may change partitions, access controls and services after tender.

Our approach

Before award, we identify which room uses and access requirements are settled and which still need a decision. Later changes go into one cost record: a revised partition, an extra access reader and altered services may each look minor, but together they can materially change the cost of a shared room.

Maintaining public services during the work

The Challenge

Keeping a library counter or public entrance open can require temporary facilities to move several times as construction progresses.

Our approach

We check that the price includes the intended decant sequence and accessible public routes. A later change is assessed against that sequence, rather than treating every temporary counter or hoarding move as a new extra. We measure the additional facilities and attendance actually needed and allow for anything the revised sequence removes.

Separately funded work and reporting boundaries

The Challenge

Grant-funded improvements, the main building contract and separately purchased community equipment can overlap. A loose boundary between them leaves essential items outside the budget or counts the same purchase twice.

Our approach

We give each cost an agreed home in the cost plan and maintain that allocation through changes and valuations. The client or funding adviser confirms eligibility under the relevant funding scheme.
